Before installing LibreOffice you first need to remove OpenOffice, to do this Open a Terminal window (Applications -> Accessories -> Terminal) and copy+paste the following line:
sudo apt-get purge openoffice*.*
To install Libreoffice 3.3.2 copy+paste the following lines:
sudo add-apt-repository ppa:libreoffice/ppa
sudo apt-get update
sudo apt-get install libreoffice libreoffice-gnome language-support-en
If you already have LibreOffice and the libreoffice ppa installed LibreOffice will be updated to version 3.3.2 when running a system update (when the packages are available).

Is it likely that the explanation for why my version is not updating is because the repo is not updated yet?
It doesn’t roll out on the same day world-wide?
Sometimes it takes longer to create and upload the packages to the server.
Do you think that Natty will ship with 3.3.2?
Hard to say because i hear 2 different things about LibreOffice. One is that it will replace OpenOffice and another thing is that LibreOffice only is added to alpha/beta versions to test it. But i think that 11.04 will shipped with LibreOffice.
