You don’t need to install RSSOwl but all you have to do is to download and extract RSSOwl to a location of your likings.

When download extract the content of the zip file to any location and to start RSSOwl double click on the RSSOwl.ini file. To add a launcher for RSSOwl to the launcher panel click with your right mouse button on the RSSOwl icon and select Lock to launcher.
